Ozone from local pollution sources sticks close to the ground and gives people with respiratory problems no end to their distress. The ozone layer (of "Hole in the Ozone Layer" fame) is located in the stratosphere, way, way, way, way up there. Stratospheric ozone is created when UV light strikes high-altitude oxygen molecules. It doesn't interfere with our breathing down here, and our ozone pollution doesn't affect it up there.
