I just heard mitt romney say that india and china emit more co2 ges than us, is this true?

i have heard in other places that we are by far the biggest emitters....this fact also doesn't take into account other aspects of our emvironmental footprint,which i have read is almost 60% of the globe's.....does anyone have clarification of all these numbers...
