Why do the Iranian riot police have "POLICE" printed in English on their vests instead of Farsi?

If you've been to Iran, you'd know almost everyone in Iran speaks, reads and writes in English. Even televisions shows and movies at the cinemas and Imax's are in English, they are not just in Farasi
